The CVUSD school developer fee (you need to know this)
The Conejo Valley Unified School District charges $3.20 per square foot for new residential construction — ADUs, additions, second-story adds. The fee is paid to CVUSD before the City of Thousand Oaks will issue the building permit.
Examples: 600 sf ADU = $1,920 fee. 1,000 sf addition = $3,200 fee. 1,200 sf max-size ADU = $3,840 fee.
SB 543 exemption: ADUs under 500 square feet may qualify for exemption. We handle the paperwork.
HOA design review in Thousand Oaks
North Ranch — Strict design review for any exterior change. Interior work typically exempt. Review adds 4–6 weeks.
Lang Ranch & Dos Vientos — Exterior color, roof material, windows require approval. Interior remodels don't trigger review. Typical timeline 3–5 weeks.
Sherwood — Among the stricter HOAs. Anything visible from streets or common areas needs full board approval with renderings. Add 5–8 weeks to timeline if exterior-affecting.
Newbury Park neighborhoods — Mostly non-HOA. Dos Vientos and Lynn Ranch are exceptions with their own associations.

Why Thousand Oaks pricing runs higher than other Ventura County cities
Higher finish tier expectations. North Ranch and Sherwood homes typically spec custom cabinetry, natural stone, and premium appliances as the standard baseline — not the upgrade tier.
Older custom homes in Lynn Ranch and Old Town often reveal hidden conditions when opened up: galvanized plumbing, aluminum wiring, outdated electrical service. Add $4K–$15K if discovered.
HOA-required finish upgrades. North Ranch and Sherwood design review panels sometimes require premium window cladding, upgraded roofing, or specific exterior finish palettes that cost more than standard options.
